I'm guessing Rove likes to have idiots appointed as they are easily manipulated to break the law to further his failed quest for republican dominance. She is probably very shocked that he is not helping her with this ridiculous mess. Now I understand the saying about "Republicans can get elected but they can't govern." The corrupt ones don't care about governing. They want to use power for personal gain.
